The report does not name target missile or say the hit is inside atmosphere or out (ditto Chinese ABM).

(A) definitions for a missile: The range is for distance (horizontal) and height (vertical).
(B) United States has produced at least three kinds of terminal-phase ABM like this: Patriot missile (by Raytheon), various Standard Missiles, and THAAD (by Lockheed-Martin). All are one-stage, and hit-to-kill (Patriot 2 was not hit-to-kill but caused an explosion near the missile being intercepted; SM is sea-based but the other two are land-based). How high an ABM kind can hit a target missile is classified.
(C) "A THAAD has a range of a little under 125 miles, and can target missiles both inside and just outside the atmosphere." wikipedia. Patriot-3 hits with limited height (I can not find how high).
(D) "The Kármán line, located within the thermosphere at an altitude of 100 km, is commonly used to define the boundary between Earth's atmosphere and outer space."

So, some SM can hit target missiles in space, especially with improvement of technology.
