"The upgrades to Taiwan's 146 F-16 A/Bs are worth around $4.2 billion and include an AESA radar system, according to a Taiwan defense official. The AESA system can track a larger number of targets without its signals being detected, and is installed on most C/D versions.
"The upgrades also include more advanced air-to-air missiles and a helmet-mounted targeting system which allows pilots to aim at targets just by looking at them, freeing their hands to execute combat maneuvers, according to another person familiar with the matter.
"'The upgraded A/Bs will provide essentially C/D quality planes,' one U.S. administration official said.
"The upgrades do not, however, include new engines, meaning the planes will still be slower than the C/D versions
"Shuai Hua-ming 帥化民, a Kuomintang legislator and member of Taiwan's Foreign Affairs and National Defense Committee, said the suggestion that the upgraded A/Bs were equivalent to the C/Ds was 'not a very honest opinion.'

My comment: The report was wrong in describing Prof Lin as "helped found the school’s public health department in 1993."
What wa founded in 1993 was College of Public Health. The Department of Public Health was founded in 1972, but the part of College of Medicine.
