You see, labor force includes the "unemployed," people who want to work but can not find a job., therefore excluding those who do not look for jobs (such as housewives, the retired, the sick, etc).

My comment: There is no need to read the rest. I do not think he is a thinker. And he says nothing new. Still, this article is one of the three feature stories in the issue.
