(a) The article is of course Mr. Rozoff's persoanl view. I am not aware how accurate it is. What is interesting is his view about Japan-Russia row over "Northern Territories" 北方領土. So start reading at the paragraph that begins with "Antagonizing China with the threat of military intervention on behalf of Japan."
