My comment: 
(a) malcontent: "a discontented person"  www.m-w.com 
(b) The report states, "China has made claims on disputed islands in the  
region, bringing it into direct conflict with powerful neighbors like South  
Korea, Japan, Taiwan and Vietnam. Three of these nations are treaty allies  
of the United States." 
 
Well, Taiwan is not a treaty ally--but Vietnam definitely is not.

My coment: This report is not worth reading, for it avoids to labor on  
Russia's positions, but Turkey's. The quote above, however, is intriguing,  
for it speaks volumn about it does not say: the traditional weapons of  
Russia is in decline, although China still wants to buy if allowed (by  
Russia, of course).
