(a) There is no need to read the report, which is about finances.
What is important and funny is the caption.
(b) I just did a brief online research and found no article that critiqued the military transport plane, presumably because it just underwent the first test flight a few months ago.

My comment:
(a) Now published in both Korean and English, Don-A Ilbo 東亞日報 began
publication in 1920. It is one of the largest newspaper of Korea, It is the
third largest daily in S Korea, after Chosun Ilbo and and Joongang Ilbo 中央
日報 (by small margins).
(b) The report refers to an op-ed. But I simply cannot find it, assuming it
is not written in Korean (Hangul).
(c) Sooner or later, Taiwan will be incorporated in the US-led theater
missile defense (or "regional" or whatever it is called)--if the arms sales
of Patriots missile under both George W. Bush and Obama administrations are
not part of it.
