My comment: It is unclear what the last sentence (“据新华社电”) means. This article is first published in 京华时报, which was re-published in 人民网, 新华网 and 环球网 the next day (Aug 17), all of which cited 京华时报. It is possible, though, that part of the report is derived from previous reports from 新华.
