“Unlike the US, where international students are allowed to study at a public school for only one year as an exchange student, Canada’s public schools welcome foreign students who are willing to pay their way.

“In 2012, the most recent year for which figures are available, the number of all Chinese students in Canada – from elementary school through university – was 80,627, a 296% increase from 2001. The majority of those students attended university, but an estimated 15%, or about 12,100, were in Canada for high school or below, immigration experts say.

“To be sure, Canada lags the US in the race for Chinese high school students. The US last fall handed out 31,889 student visas to Chinese students attending high school

“Compared with US or British private schools, a Canadian diploma is a bargain. Canada’s public schools typically charge about 13,000 Canadian dollars per year (US$11,883) in tuition and can help arrange for home stays with local families, which cost around C$800 per month. Combined, the total cost of school, room and board is around C$22,000. US boarding school fees typically start around US$40,000.

“There is no quota [for international students under the tutelage of Vancouver’s main school board]
