My comment: There is no need to read the text. The takeaway is: at city of Yakutsk - the capital of Russia's Republic of Yakutia on Sept 1, 2014, president Putin oversaw the start of construction of Power of Siberia pipeline (to Khabarovsk). That is 东线.
