However, the English original of his biography in the firm's website is "Mr Yates served in the White House as Deputy Assistant to the Vice President for National Security Affairs from 2001 through 2005." Take notice the "assistant."  The English biography also states, "In August 2014 Mr Yates was elected chairman of the Idaho Republican Party [He srill is] * * * He resides in Idaho Falls" -- a city of 56,813 (2010 census) that "serves as a hub to all of eastern Idaho and much of western Wyoming."  en.wikipedia.org
