"在美國只要收取與自身有工作利益關係人逾50美元價值產品或金錢,等於是犯下聯邦罪."  This is nonsense. In US, there are federal law, and there are state laws. (Most likely, state laws govern what he says.)  Major federal laws against kickback are as follows.
(i) The Anti-Kickback Act of 1986, 41 United States Code (USC) §§ 8701-8707

prohibits a kickback provided to federal government or its contractors or subcontractors  
(ii) 18 USC §874: "Kickbacks from public works employees[:] Whoever, by force, intimidation, or threat of procuring dismissal from employment, or by any other manner whatsoever induces any person employed in the construction, prosecution, completion or repair of any public building, public work, or building or work financed in whole or in part by loans or grants from the United States, to give up any part of the compensation to which he is entitled under his contract of employment, shall be fined under this title or imprisoned not more than five years, or both.

Take notice of the "public work" (such as roads or dams) funded by federal government only.
(iii) 42 USC § 1320a–7b, whose heading says it all: "Criminal penalties for acts involving Federal health care programs"

The kickback must involve both federal and health care.
