(A) This report can be dismissed off hand: FBI (or police of a city or a state) has no right to interrogate people (unless those people volunteered to be interviewed). or to take people into custody without an arrest warrant (state laws allows police to do so in a felony or when a misdemeanor committed in presence of police). Certainly FBI can not keep a detainee in custody for days without arraignment (federal law places a limit on how long).
