first paragraph: "Samsung Electronics Co plans to build a roughly %17 billion chip-making plant in Taylor, Texas, according to people familiar with the matter, a large investment by the South Korean tech company as the Biden administration pushes for an expansion of US seminconductor protection 0foreign plants in US are deemed America's production].

second paragraph: "The Taylor, facility, in central Texas, plans to create around 1,800 jobs, though chip production isn't expected to start until the end of 2024 * * * To woo Samsung, Taylor had offered incentives that include the equivalent of property-tax breaks of as much as 92.5% for the first 10 years, with the write-offs gradually declining over the next several decades [namely there will still be tax breaks for the next several decades, just not as much as 92.5%].

third paragraph: " 'A final decision has not been made regarding the location,' a Samsung spokeswoman said.

"The Taylor factory is expected to serve as an advanced chip-making facility for Samsung's contract-manufacturing operations that make semiconductors designed by other firms. Such high-end manufacturing is attracting the bulk of semiconductor industry investment. The types of chips with the longest backlogs

Note:
(a) In print (but not online) article does not indicate where it (article) was dispatched, but WSJ.com indicates Mr Sohn "is a Seoul-based reporter."
(b) Online, the first two paragraphs are as follows, which are different from those in print).

"AUSTIN, Texas— Samsung Electronics Co. said Tuesday that it plans to invest roughly $17 billion in a semiconductor-making facility in Taylor, Texas, the latest mega chip-plant commitment this year amid a global processor shortage.

"Samsung said the factory would be its largest U.S. investment and produce high-end chips that are used in smartphones and other devices, as well as for artificial-intelligence applications. Construction is scheduled to begin next year, with chip-production slated to commence in the second half of 2024, the South Korean manufacturer said, confirming a Wall Street Journal report on Monday.

(c) There is no need to read the rest of this article, as we are familiar with semiconductors.
(d) Population "was 16,267 at the 2020 census."  en.wikipedia.org for Taylor, Texas

The city is 25 miles in air distance northeast of Austin.
