("Russia’s rich scientific traditions and poor record of converting ideas
into marketable products are both undisputed, cited as causes for the Soviet
collapse and crippling dependence on mining and petroleum. Not surprisingly
, then, its leaders look longingly at Silicon Valley.")

My comment:
(a) For Sverdlovsk-45, see Lesnoy, Sverdlovsk Oblast
http://en.wikipedia.org/wiki/Lesnoy,_Sverdlovsk_Oblast
(b) In web page 2, there is a table with "source: The Global
Entrepreneurship Monitor 2009 Executive Report."

The web site of Global Entrepreneurship Monitor (GEM)
www.gemconsortium.org
s not feature the GEM 2009 Global Report--not even its executive summary.
However, Babson College (in the surburb of Boston, Massachusetts) does host
the report online, although it is not fun to read it. (The report includes
Hong Kong, Shenzhen but not Taiwan.)
